VINELink is the public access point for Michigan VINE, the state's victim information and notification service. Michigan VINE can carry county-jail release, transfer, and escape events from participating custodial agencies. It also supplies general release information for MDOC custody. The state materials do not promise that each jail sends every event at once, so a Shiawassee County result should be checked against the jail or court when exact timing and legal basis matter.

It is a notification and status system, not a certified release record. Release, transfer, and escape are different event types. A release from the Shiawassee County Jail can coexist with confinement elsewhere if another agency took custody. More than one delivery method can reduce dependence on a single phone number or inbox. Registration details should be updated after a number or address changes. The PIN is used to acknowledge an automated phone call, not to search the public record or prove identity. Do not share it with someone who should not manage the alert. Shiawassee Release Notice Chain
Shiawassee County has a distinct local notice path beyond public VINE self-registration. The county's Crime Victims' Rights page says a victim may request notice of arrest and release from the arresting agency. The Sheriff or facility then advises that agency, which provides the requested notice. This is a local agency chain, not the same process as creating a VINELink alert.
An MDOC case adds another layer. A directly affected victim who wants parole-hearing or parole-decision notices must separately register with MDOC Crime Victim Services at 877-886-5401. General VINE release notice does not replace that process. Keeping the local request, VINE registration, and MDOC registration distinct helps prevent a missed notice when a person moves from county custody into state jurisdiction.

Troubleshoot Shiawassee VINE Checks
If no person appears, confirm that Michigan and the correct agency were selected. Reverse name variations, try known aliases, and use an identifier. A Shiawassee jail-only person should not be searched through an MDOC-only assumption. If transfer is possible, keep the first registration active while checking the receiving system.

Conflicting results require agency-level reading. If VINE says “released” but OTIS says “Prisoner,” Shiawassee County may have released the person to MDOC. Shiawassee VINE Check Limits
VINELink does not cover every custody system. Federal BOP custody uses the Bureau of Prisons locator. A federal pretrial detainee may instead require federal court or U.S. Marshals records. ICE has its own Online Detainee Locator System. None of those systems should be collapsed into VINE or OTIS.
OTIS also has a distinct scope. It covers prisoners, parolees, probationers under MDOC, and discharged people for a limited public display period. It excludes jail-only custody. A Parolee result confirms release from state prison into supervision. A Discharged result means the displayed MDOC supervision ended. Neither term should be inferred from a county VINE event.
VINE is also not a substitute for the Sex Offender Registry. That registry applies only to people with a statutory registration duty and has its own status meanings. Many released people do not appear there, and a registry status does not prove the date Shiawassee County relinquished custody. Use VINE for the selected custody event, the Sheriff for the county movement, and the court for legal authority.

Preserve the alert or status screen with its agency and access time, then obtain the source record when the event will be used in a legal or records matter.
